Carlos focuses his practice on matters involving Competition/Antitrust and Telecommunications Law, including the representation of companies in merger control procedures, as well as in defending those facing monopolistic practices investigations such as cartel, abuse of dominance, essential facilities, and barriers to entry investigations.

Carlos has advised companies in landmark competition matters in Mexico, counseling national and international clients in proceedings before the Federal Economic Competition Commission, the Federal Telecommunications Institute and the federal courts. His experience spans a variety of industries, including those in the technology, media and telecommunications, banking and financial services, aviation, chemicals, pharmaceuticals, mining, maritime, railway, transport, consumer products, and automotive sectors.

He also has experience in technology, media, and telecommunications (TMT), advising companies on public bidding, obtaining concessions, and administrative procedures before the Communications and Transport Ministry and the Federal Telecommunications Institute.

Carlos is the founder and chairman of MootComp, a non-profit organization focused on promoting education in competition law in Mexican law schools.

COFECE issues new Guidelines for Exchange of Information between Economic Agents

Considering that pursuant to the Federal Economic Competition Law (the “Law”), the Federal Economic Competition Commission (“COFECE”) must review its guidelines every five years, on November 24, 2020, COFECE issued a new Guidelines regarding Exchange of Information between Economic Agents (the “Guidelines”), which replaces the once issued in 2015 (the “Previous Guidelines”).

COFECE issues opinion on the competition implication of the Resolution of measures for COVID-19 issued by CENACE

On May 7, 2020, the Federal Economic Competition Commission (“COFECE”) issued an opinion (the “Opinion”) on the “Resolution to Ensure the Efficiency, Quality, Reliability, Continuity and Safety of the National Electricity Grid, due to the recognition of the SARS-CoV2 virus (COVID-19) epidemic disease” (the "Resolution") issued by National Centre of Energy Control (“CENACE”), regarding certain provisions of it that could hinder competition in the electricity market.
